Member of the Order of the Provinces of Novara and Verbano-Cusio-Ossola since 1989. He has served on the provincial council since 1996, in which he held the office of Secretary (1996-2002) and Vice President (2002- 2005); from the 2005 until his appointment as National Councilor he was President of the Order; from the 2006 al 2008 he was also Secretary of the Interregional Federation of Piedmont and Valle d'Aosta. Founding partner of Studio Associato Silva (1992) and StudioSilva S.r.l. - Engineering company (2002), of which he is also Technical Director, has always worked as a freelancer in the field of forestry and territorial design and planning, having gained significant experience in construction management, in the recovery of degraded areas (consolidations, redevelopment of green areas), in environmental studies and analyzes and in estimates and appraisals for public and private entities. He is Technical Consultant of the Court of Novara and Verbania, formerly an expert advisor in forestry matters, upon appointment of the Piedmont Region, at the Management Body of the Parks and Natural Reserves of Lake Maggiore and the Lame del Sesia Park Authority.
The Councilor, elected in the 1st term 2008-2013, was reconfirmed in the 2nd term 2013-2018 and is Coordinator of the Department of the Profession
